Addressing Climate Change in Haiti: Are Current Actions Matching National Priorities?

Keston K. Perry, a postdoctoral scholar at Climate Policy Lab at CIERP, will give a talk as part of the Tufts University CIERP Research Seminar series.

This presentation shares the experience of climate finance and governance in the low-income Caribbean nation of Haiti. Haiti is one of the most vulnerable countries when it comes to the impacts of climate change globally as recognized by the Global Climate Risk Index. The 'Climate Investments in Haiti' project represents one intervention and this presentation explores how climate policies may advance its sustainable and national development objectives. Taking the Green Climate Fund Readiness program as a case study, the presentation shares the main points and lessons from the project implementation since April 2018. It excavates lessons learned in interaction with relevant partners drawn from field work and interviews conducted from June to September 2018. As a thought experiment, it shares how policy makers, national institutions, international development partners and national stakeholders together construct the institutional environment, national priorities and investment projects aimed at boosting low carbon, climate resilient development.

Bio: Keston K. Perry is a Postdoctoral Scholar at Climate Policy Lab at CIERP. His expertise is broadly in development policy and international political economy focusing on the intersections between and dynamics of governance and policy regimes, analysis of institutional environments and development outcomes. He will speak about the Haiti Readiness Project he is currently working on, a UNDP-funded project to assist Haiti’s Ministry of Environment in developing the institutional capacity to engage with the Green Climate Fund.
